This is an accessibility statement from Toller Porcorum Parish Council.

Measures to support accessibility

Toller Porcorum Parish Council (“the council”) takes the following measures to ensure accessibility of its website:

  • Assigns responsibility for accessibility compliance to the clerk to the council.
  • Engages a website provider capable of delivering an accessible website.
  • Ensures all internally generated content is accessible.
  • Where possible, converts externally generated content to be accessible.

Conformance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. The council’s website is partially conformant with WCAG 2.2 level AA meaning some parts of the content do not fully conform to the accessibility standard.

Compatibility with browsers and assistive technology

The council’s website is designed to be compatible with the following assistive technologies:

  • Keyboard navigation.
  • Screen readers.

The council’s website is not compatible with:

  • Unsupported browsers and unsupported operating systems.

Technical specifications

Accessibility of the council’s website relies on the following technologies to work with the particular combination of web browser and any assistive technologies or plugins installed on your computer to conform with the accessibility standard used:

  • HTML
  • WAI-ARIA

Limitations and alternatives

Despite the council’s best efforts to ensure accessibility of the website, there may be some limitations. Below is a description of known limitations and potential solutions. Please contact us if you observe an issue not listed below.

  1. PDF documents: PDFs created before May 2024 may not be accessible as the council cannot ensure PDFs created before this date were checked for accessibility compliance. A review of historical PDFs is underway to identify those that need to be replaced and is expected to be complete by 30 September 2026. If you encounter an issue with a PDF, please contact the council for an updated version.
  2. Word and Excel documents: Word documents created before May 2024 may not be accessible as the council cannot ensure Word documents created before this date were checked for accessibility compliance. Excel documents are difficult to make accessible and the use of them is avoided where possible. Historical Word and Excel documents will be identified and, where possible, replaced with accessible PDFs by 30 September 2026. If you encounter an issue with a Word or Excel document, please contact the council for an updated version.
  3. Documents on Home and News pages: documents appearing on the Home and News pages may not be accessible as some published documents are not generated by TPPC and may not have been created as accessible. Where possible the council will work to create accessible versions. If you encounter an issue with a document on these pages, please contact the council for help.

Assessment approach

The council assessed the accessibility of the website through self-evaluation. The website was tested with accessibility tool WAVE, screen reader NVDA and manually tested for keyboard navigation.

The council welcomes feedback on the accessibility of the website. If you encounter any accessibility barriers, please use the form on the Contact page to send an email to the clerk who will aim to respond in 3 working days.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’).

If you are not happy with how the council responds to your complaint, contact the Equality Advisory and Support Service (EASS).
